Getting Started
Download the Bleeper App from the App Store or Google Play
Click on the main menu and scroll to 'My
Private Scheme'.
Follow the steps 1 – 5 in our interactive display.
Once your request has been confirmed, your private
Fingal County Council
bikes will become visible to you on your Bleeper App map.
Fingal County Council Staff E-Bikes
Access will be granted within 24 hours of submission.
All private bikes are easily identifiable by their black Bleeper icon.
Identify the bike you would like to use. Tap ‘Unlock’ and follow the process.
Loop the lock black cable/chain around the saddle and back into the smart lock.
Only Fingal County Council employees with the correct credentials will be granted access.
Fingal County Council Parking Hubs
- All Fingal County Council staff bikes reside in parking hubs at the Blanchardstown & Swords Campuses.
- Blanchardstown Hub: In the underground car park at the Civic Offices.
- Swords Hub: In Bike Bunker 2 at the rear of County Hall.
- All users must ensure that bikes are returned to a parking hub after each use and that the ‘End Journey’ process has been completed.
- Users will not be able to end a journey outside of the Parking Hub. However, users can pause a journey to park the bike temporarily.
- All bikes must be parked at a designated bike stand inside and outside the parking hub.
- Fines and removal from the scheme can occur for incorrect usage or persistent re-offending.
